After the time and in a room and place as noted above, the proposals will be publicly opened. No extension of the bidding period will be made unless the County issues a written addendum.
Hall County Board of Commissioners is soliciting submissions from firms that are interested in and capable of providing a design and installation of 7' tall retaining wall located at the Blackshear Compactor site in Gainesville, GA. The current Blackshear Compactor site is being expanded to allow for increased usage. The project will include the design, and installation of the 120' x 7' wall. Coordination with grading, electrical and other contractors will be required also.
Bidding documents may be obtained at the Purchasing Office, County Courthouse Annex, 116 Spring Street, Suite 12, Gainesville, Georgia, 30501; phone (770) 535-8270; fax (770) 531-7112. The Hall County Purchasing Department is the only official release site for this Request for Proposal or any addenda that may be issued for same. Hall County will not be held responsible for errors or omissions in submitted proposals due to bidding documents or portions thereof obtained from anyone or any other location.
A pre-bid conference and site visit will be conducted on March 5, 2008. The conference will begin at 2:00 PM. Meeting site is located at 2927 Atlanta Highway, Gainesville, GA 30527, with parking on road side. Directions can be obtained from the Purchasing Office at (770) 535-8270. This meeting is mandatory for bid submission eligibility.
Bids may not be withdrawn and shall remain valid and open for acceptance for a period of 90 days after date of receipt of bids. Successful bidder will be required to provide insurance in the amount of at least one million ($1,000,000.00) dollars as required by paragraph 17 of the “terms and conditions” of these documents.
All proposals will be evaluated in accordance with applicable Hall County rules, regulations and laws. Evaluation of firms submitting statements of proposal for these projects will be based on qualifications and cost.
The Owner shall reserve the option to reject any or all bids, in whole or in part, or to select any Bidder that the Owner chooses to complete the described Work. Award of Contract will not be based solely on low bid, but also on quality, references, and other subjective criteria as the Owner may deem necessary, and as the Owner may determine at its sole discretion. The Undersigned Bidder expressly understands that his Proposal may be rejected by the Owner for any reason without liability on the part of the Owner to the Undersigned Bidder, even if the Undersigned Bidder is the apparent or actual lowest responsive and responsible bidder for the work.

After the time and in a room and place as noted above, the proposals for each commodity will be publicly opened and read. No extension of the bidding period will be made.
There is no fee required to receive a copy of all documents, changes and updates for this bid. Copies of bidding documents may be obtained at the Office of Purchasing, 116 Spring Street, Suite 12, Gainesville, Georgia 30501. Requests for documents should be filed promptly with the Purchasing Department, call Mrs. Claudine Pittman, (770) 535-8270 at least (24) hours in advance to reserve your copy. This is the only official release site for this invitation or any addenda that may be issued for same.
Bid bond (5%), payment bond (100%) and performance bond (100%) will be required.
Successful bidders shall provide insurance in the amount of at least ($1,000,000.00) one million dollars as required by Paragraph 18 of the “Terms and Conditions” of these documents.
Contract, if awarded, will be on a lump sum basis in the best interest of the County.
No bid may be withdrawn for a period of (30) thirty days after time has been called on the date of opening.
